# Moldova EU accession action-level research report

## Executive summary

Moldova has moved from screening into formal negotiation: screening finished on 22 September 2025; Cluster 1 opened on 15 June 2026; Cluster 6 opened on 14 July 2026. The updated NPA is now detailed enough to identify individual legal and implementation commitments, but public status evidence remains much less granular than the plan.

The most important evidence finding is the gap between aggregate and action-level reporting. The Government's 20 July 2026 report says 318 of 484 actions due by 30 June were complete, 158 were in process and 8 not initiated. It also says 162 due actions were carry-overs from 2025 and 39 unfinished actions remained from 2025. It does not publish those action IDs. Accordingly, this register never marks a row complete from those totals alone.

The clearest cross-cluster delivery risks are:

- court/prosecution vacancies, vetting completion, case backlogs and anti-corruption track record;
- procurement legislation plus the e-procurement product/migration critical path before 1 January 2027;
- interoperable digital systems with unresolved funding, ownership or acceptance evidence (EESSI, tax risk, customs, environment, farm controls);
- regulatory/enforcement capacity in labour inspection, competition, environment, food safety and medical-device oversight;
- capital-intensive energy, rail, road, water, waste and agricultural systems whose legal progress can run ahead of financing and operations;
- EU closing benchmarks that require outcomes and track records, not only transposition.

A further current signal appeared on 27 July 2026: the Health Ministry confirmed that Moldova cannot fully test medical devices domestically and ordered a 60-day remediation plan covering testing capacity, traceability, case ordering, procurement separation and vigilance. This is both a Chapter 28 capacity risk and a near-term evidence checkpoint.

## What the June 2026 numbers do and do not show

- 484 actions were due by 30 June 2026: 318 complete, 158 in process, 8 not initiated.
- 162 of the 484 were carried over from 2025.
- 154 actions with later deadlines were reported completed early.
- 178 EU acts were reported transposed in H1 2026: 100 fully and 78 partially.
- The 33 chapter charts sum to 463 due actions (305 complete, 150 in process, 8 not initiated); the 21-action difference from the 484 headline total sits outside those chapter-chart rows, so the dashboard should not force the two bases to reconcile.
- Chapter charts cover only chapters with actions due in the period; blank is not zero workload.
- These are Moldova government-reported delivery figures. They are not Commission readiness or independently verified implementation.

## Evidence gaps requiring active follow-up

- Public bilateral screening report PDFs were not located for all clusters. The public Common Positions for Clusters 1 and 6 are the current authoritative benchmark documents.
- The H1 2026 report does not identify the 39 unfinished carry-over actions from 2025.
- Parliament committee ownership is absent from many plan rows and is left unknown instead of inferred.
- Named office-holders are omitted unless an action-specific current source verifies responsibility.
- Many NPA annex links expose planned deliverables but do not link to the resulting law, procurement, system acceptance record or outcome data.
- Independent implementation evidence is scarce; most current stages are EU-assessed or Moldova government-reported.

## Recommendation for the existing dashboard (no UI implementation)

Retain the current cluster/chapter overview, but add a data-backed action drawer or route:

1. Show separate legal, entry-into-force, implementation and verification stages.
2. Put the exact deadline precision beside a days-overdue value only when defensible.
3. Display owner, hand-offs, blocker, decision needed and the latest evidence event.
4. Keep an evidence timeline per action; do not overwrite older states.
5. Add filters for `stalled`, `overdue`, `at risk`, `weakly evidenced` and `unknown`.
6. Label government reporting, EU assessment, independent evidence and editorial inference visibly and separately.
7. Show chapter-level H1 counts alongside, not merged into, Commission readiness/progress.
8. Allow ministry/agency views using due/completed/in-process counts and action lists, with workload counts always visible.
9. Publish editorial complexity as five components and impact as affected groups/direction/timing/cost, never as an EU score.
10. Make evidence freshness and next checkpoint first-class fields.

The current dashboard code was not changed.
